Reporter: Interested in contributing to the debates at COP30? The participatory process for the conference was officially launched this Wednesday, with the goal of ensuring that ideas, solutions, and mobilizations from civil society are reflected in spaces of discussion and decision-making. Participation is organized through the Brasil Participativo platform—a public citizen engagement tool maintained by the Federal Government. The platform can be accessed at brasilparticipativo.presidencia.gov.br.
The initiative was launched during a seminar in Brasilia. On the occasion, Minister Márcio Macêdo, from the Office of the President’s Chief of Staff (Secretaria-Geral da Presidência da República), encouraged the population to take part in this effort.
Márcio Macêdo: This platform is a Brazilian creation. Four million people participated in participatory planning through the platform. It greatly strengthens social participation. The Climate Plan was also developed with it. It is also open to social movements, so we can establish partnerships with you for the conferences and your activities. We are also making it available to other federated entities, giving them a space to express the opinions of individuals and the organizations and institutions they represent.
Reporter: According to Luciana Abade, General Coordinator of Mobilization for the COP30 Presidency, this is the first time the Climate Conference has established a dedicated pillar for this purpose.
Luciana Abade: We know that mobilization has always been part of the COPs, but this is the first time it is officially a pillar. And it is very important to emphasize that it is not just a major two-week event taking place this year in Belém and each year in a different country. It is a process that has already begun.
Reporter: The participatory process, organized through the Brasil Participativo platform, is structured around multiple fronts of engagement, one of which is the submission of solutions. Through this channel, anyone may present initiatives related to the thematic axes of the conference, provided they are connected to the Brazilian context. In this area, the five most-voted solutions for each thematic axis will move forward to the next stage, where they will be reviewed by the Selection Committee and may be incorporated into the Final Civil Society Report for COP30.
From the solutions selected, the Selection Committee will indicate one proposal per thematic axis to be presented at the conference in Belém, with the aim of ensuring meaningful consultation and tangible influence from civil society in the process.
